1. (S) At 0900 hours of September 29, 2008, CDA William Grant
convened a meeting of the Core Emergency Action Committee
(EAC) to discuss the embassy's security posture/move policy
in light of the bombing earlier in the day in the northern
city of Tripoli. The following Core EAC members were present
during the meeting:The CDA,RAO,DAO,POL,ODC,RSO and CONS. DAO
said that his LAF G-2 contacts reported that a bus carrying
LAF soldiers was destroyed by a car bomb in the Al-Bahsas
area of Tripoli. Initial reports indicate that six soldiers
were killed and approximately 32 were injured. No group has
claimed responsibility for the bombing. This is second
incident targeting Lebanese Armed Forces in Tripoli within
the past two months.

2. (S) All official Americans are accounted for. The core
EAC decided that embassy personnel should be restricted from
any travel to Tripoli until further notice, and the Core EAC
will review the situation again not later than one week.

3. (SBU) The embassy will be issuing an updated warden
message, which will reflect the travel restriction, once it
is cleared by CA.

4. (S) The next EAC is scheduled for Monday,October 6, 2008
or earlier if circumstances dictate.
